Open Data Policy

What is Open Data?

Open data refers to data that anyone can freely use without technical, financial, or legal restrictions. It can also be reused and republished, provided that the legal licensing requirements under which the data was released are adhered to, through the National Open Data Portal.

The Authority of People with Disability (APD) has made open data available to all visitors through an open library containing various types of data in multiple formats, making it easier to process and reuse. This initiative aims to enhance transparency and encourage electronic participation. The APD has also sought to share this data with beneficiaries via the National Open Data Portal.

Open Data Policies:
•The provisions of this policy apply to all public data and information (unprotected open data) produced by the Authority of People with Disability (APD). 
• The purpose of this policy is to establish key regulatory controls for sharing open data with beneficiaries both inside and outside the APD. Open data is considered a subset of public information. 
•This policy applies to open data shared with entities inside and outside the APD for the purpose of publication.

Usage Instructions:
•The Authority of People with Disability (APD) must be credited when using its data in the references section to preserve the intellectual property of the APD.
•When using the APD's data, it must be maintained in its original form without any modifications.
•This data must not be used for any political, discriminatory, or racist purposes against any group, ethnicity, or religion, nor should it support any unlawful activity.

Responsibility of Data Users:
•Users of disability-related data have the right to conduct any type of study, provided that the integrity, accuracy, and reliability of the data are maintained.
•The results of any published studies must be free of errors related to the accuracy, integrity, and reliability of the data.
•The Authority of People with Disability (APD) welcomes the sharing of study results with it through the Data Management and Privacy Office to help improve its ecosystem.

Responsibility of the Authority of People with Disability (APD):
 •The Authority of People with Disability (APD) disclaims any responsibility for any damage or loss that may occur to users of its published data, whether by individuals or entities.
•These published data may change or be deleted due to periodic updates, and the APD does not guarantee the continued availability of this data.

Requirements for Publishing Open Data:
 •Approval from the Open Data and Information Officer for publication.

Key Principles of Open Data:
 •The Principle of Availability: The APD ensures that its data is accessible to everyone by disclosing it, enabling access to it, or allowing its use, unless its nature requires non-disclosure or protection of its privacy or confidentiality.
•Open Format and Machine Readability: Data is made available in machine-readable formats (CSV, XLS, JSON, XML).
•.Data Currency: The latest version of the dataset is published.
• Inclusivity: Open data sets should be comprehensive, containing as many details as possible, and accurately reflecting the recorded data, without conflicting with personal data protection policies.
•Non-discrimination: Data sets must be made available to everyone without discrimination and without requiring registration on the platform.
•Free of Charge: Open data must be available to all, free of charge.
•.Open Data Licensing in the Kingdom of Saudi Arabia: Open data must be subject to a license that defines the legal basis for using the data, as well as the relevant terms and conditions
• Developing a Governance Model and Engaging Everyone: Open data enables access and participation for all, enhancing transparency and accountability of public entities, supporting decision-making processes, and improving service delivery.
•Inclusive Development and Innovation: In order to empower the next generation of innovators in the field of open data and to engage individuals and organizations in general, it is important to encourage the utilization of open data and encourage integration among various entities.

In addition to offering an online evaluation of all published data, electronic participation channels have been activated to collect feedback and suggestions from beneficiaries of open data via the  'Contact Us' page.
