Objective of the Governance, Risk, and Compliance Department
Ensure
APD’s ability to conduct its operations without disruption and
achieve its strategic objectives by identifying and mitigating risks,
applying principles and practices of governance, and overseeing the
implementation of policies, regulations, and frameworks adopted by
APD. The department is also responsible for ensuring compliance with
all legislative, regulatory, and administrative requirements to
support the achievement of its objectives.

Objective of the Legal Affairs Department
The
Legal Affairs Department provides regulatory and legal counsel and
oversees all procedures and processes related to its scope of work,
including the drafting and review of contracts and agreements, and
representing the APD in legal proceedings. This is carried out in a
manner that ensures the protection of the APD’s rights and the
advancement of its interests in accordance with applicable laws and
regulations.

Objective of the National Strategy Management Office
To
enable the APD to fulfill its role as the national coordinating body
for the care and empowerment of persons with disabilities by
developing and managing the comprehensive national strategy, ensuring
its alignment with national policies and directions, enhancing
cross-sectoral integration, and leading strategic planning,
monitoring, and evaluation. This contributes to improving the quality
of life for persons with disabilities and strengthening the
efficiency of the national system’s response to their needs.

Objective of the Data Management Office
To
establish and enforce data governance and management practices within
the APD in alignment with applicable regulations, thus supporting
evidence-based decision-making across all organizational units,
enhancing the strategic value of data, and ensuring its accuracy.

Objective of the Internal Audit Department
The
Internal Audit Department provides independent assurance and advisory
services that enhance the effectiveness of governance, risk
management, and internal controls across the APD. Its work adds value
by improving operations and supporting the achievement of strategic
objectives. The department ensures the soundness and efficiency of
internal control systems and the adequacy of operational,
administrative, and financial processes, contributing to the optimal
utilization of resources and ensuring compliance with applicable
laws, regulations, policies, and approved plans.

Objective of the Chief Executive Officer’s Office (CEO Office)
The
CEO Office provides essential support to the CEO by managing all
administrative matters, arranging the CEO’s participation in local
and international events, and handling all incoming and outgoing
correspondence, including confidential and highly classified reports.
The office also ensures the organization of the CEO’s schedule and
the avoidance of scheduling conflicts. Additionally, it oversees
official reception and farewell protocols for the CEO’s guests and
coordinates all travel and transportation arrangements in accordance
with applicable procedures and regulations.

Objective of the Decision Support Unit
The
Decision Support Unit provides the CEO with well-considered and
constructive recommendations on matters presented, encompassing both
operational and administrative aspects of the APD. It also offers
expert advice on issues concerning persons with disabilities,
ensuring that the APD’s efforts are effectively guided and aligned
with its strategic direction.

Objective of the General Department of Institutional Communication
The
General Department of Institutional Communication serves as the voice
of the APD to the public and relevant stakeholders, while also
representing the voice of persons with disabilities to the concerned
sectors and broader society. It introduces the APD and its
legislative and regulatory roles to the public and external entities
by building and managing its identity to ensure quality and
professionalism in conveying its vision, achievements, and pivotal
role in supporting the realization of the Saudi Vision. The
department also promotes awareness of the culture of "From
Compassion to Rights," positioning itself as a key enabler in
achieving the APD’s objectives and strategies.

Objective of the General Department of Partnerships and Cooperation
The
General Department of Partnerships and Cooperation is responsible for
establishing strategic partnerships and organizing collaboration with
government entities, local organizations, and relevant regional and
international bodies engaged in areas related to APD’s mandate.
This includes initiating channels of communication and cooperation
through the development of cooperation agreements and memoranda of
understanding, contributing to the advancement of the national
disability ecosystem. The department also develops plans and programs
aimed at encouraging private sector and non-profit institutions to
launch initiatives and programs that promote the inclusion and
empowerment of persons with disabilities and provide comprehensive
support. Additionally, it oversees the building and strengthening of
relationships and communication channels between APD and public,
local, and international institutions and organizations, in support
of APD’s strategic goals. The department further coordinates
efforts across public, private, and non-profit sectors to ensure an
integrated and rights-based approach to meeting the needs of persons
with disabilities.

The

Excellence
The
department is responsible for developing APD’s institutional
strategy and the National Strategy for Persons with Disabilities,
developing operational plans, aligning them with the general
departments and relevant stakeholders, cascading them across internal
departments, and overseeing their execution. It sets key performance
indicators (KPIs) and targets in coordination with the relevant
entities, monitors progress toward their achievement, and prepares
corresponding performance reports. The department also monitors
achievement levels for the main KPIs related to services provided to
persons with disabilities and issues regular progress reports.
Additionally, it adopts and implements excellence methodologies in
alignment with APD’s strategy and objectives, following best
practices to promote a culture of excellence and enhance
organizational maturity. The department also ensures APD’s ability
to carry out its operations and activities without disruption, and to
achieve its strategic objectives through risk assessment and
mitigation, the application of governance and corporate governance
principles, and the implementation of policies, rules, and frameworks
adopted by APD while ensuring compliance with all legislative,
regulatory, and administrative requirements.

The
Project Management Department oversees the planning and execution of
APD’s projects and initiatives, including digital transformation
projects. It ensures adherence to approved timelines, monitors
project progress, identifies and mitigates risks, and promotes both
cost-efficiency and performance effectiveness. The department reviews
expenditure plans and project cost estimates to ensure alignment with
the approved budget, thus contributing to optimal resource
utilization. It also develops plans and strategies for digital
transformation initiatives, ensuring alignment with APD’s
overarching strategy and compliance with established digital
transformation frameworks, enhancing the efficiency, reliability, and
impact of digital projects.

The
department conducts studies, research, and reports, and provides
recommendations to support the APD in developing standards and
policies aligned with international best practices, ensuring optimal
service to persons with disabilities in the Kingdom of Saudi Arabia.
It also documents and archives studies and reports in dedicated
databases to facilitate ease of access and reference.

Information Technology
The
department enables digital transformation within APD by establishing
a reliable and secure technology environment, developing digital
systems and applications, enhancing smart infrastructure, integrating

ensuring alignment of technical operations with APD’s strategy and
future initiatives, in accordance with national best practices and
approved standards in technology and cybersecurity.
